Technical Consultant - Ecosystem Protection, Pollution and Climate Resilience - Mozambique
Organizational Context
The United Nations Environment Programme (UNEP) is the leading global environmental authority, setting the environmental agenda and promoting sustainable development. Its Ecosystems Division provides technical assistance and capacity development, with the Source-to-Sea Pollution Unit focusing on land-based pollution, wastewater, and marine litter to achieve SDGs. This role supports a project in Mozambique, a region prone to natural disasters.
Job Purpose
This role contributes to the successful implementation of the 'Resilient and Circular Wastewater Solutions for Post-disaster Recovery in Mozambique' project. The purpose is to support the development and implementation of sustainable, circular, and climate-resilient wastewater management solutions in the wake of natural disasters like Tropical Cyclone Chido. The consultant will help identify pollution reduction strategies, strengthen national capacities for financing, and promote knowledge sharing on resilient wastewater management to protect ecosystems and support post-disaster recovery efforts in vulnerable communities.
Responsibilities
The Technical Consultant will conduct a baseline assessment of wastewater management systems, including policy and capacity analysis. They will map stakeholders and develop an engagement plan for consultations. Responsibilities include assessing capacity gaps and risks, preparing a consolidated assessment report, and designing/facilitating multi-stakeholder workshops with training on climate-resilient decentralized wastewater systems. The consultant will draft and finalize a solutions pathway document, conduct donor mapping, and develop capacity-building training for government stakeholders on proposal development. Finally, they will prepare and finalize at least one submission-ready project proposal, ensuring coordination with UNEP and MAAP, and integrating gender and climate resilience considerations.
Work Experience
A minimum of 5 years of experience in wastewater management, pollution prevention, and reduction, including decentralized systems, is required. Experience in project development, management, and stakeholder coordination is also necessary. Desirable experience includes circular wastewater management systems, capacity development in Africa, supporting green recovery post-disaster, and working with governments or UN agencies.
