Organizational Context
UNRWA is the largest United Nations operation in the Middle East, employing over 30,000 staff across five operational areas. This role is critical for making a tangible difference for vulnerable communities. The incumbent reports to the Deputy Director of UNRWA Affairs (Operations) and receives technical guidance from the Director of Finance.
Job Purpose
The Head Field Finance Office manages a Field-based finance team to ensure accurate, relevant, and timely financial information and advice for internal and external stakeholders. This role involves training staff on financial matters, interpreting financial data, and advising management on a broad range of issues, including financial envelope management, staffing costs, and resource reallocation based on priorities. The position is responsible for forecasting, budget coordination, expenditure monitoring, and ensuring due diligence in financial resource management, including internal controls, cash flow, and treasury functions, all in compliance with IPSAS.
Responsibilities
Lead and manage a Field-based finance team, ensuring the provision of accurate and timely financial information and advice. Train and guide finance staff on financial matters. Interpret financial data and provide strategic advice to the Field Director and other managers on financial envelope management, staffing costs, and resource reallocation. Coordinate the preparation of medium-term forecasts and operating budgets in compliance with IPSAS, review budget submissions, monitor expenditures, and report variances. Ensure due diligence in all financial transactions, including internal controls, cash flow management, and treasury functions, adhering to Financial Regulations. Supervise the preparation of monthly financial reports, quarterly budget reviews, and year-end closing activities. Ensure compliance with IPSAS-compliant Financial Regulations and Finance Manuals, and develop/maintain efficient financial systems and procedures. Participate in Field Committees related to financial matters.
Work Experience
Seven years of progressive, relevant work experience in finance, accountancy, or business administration is required. This includes at least three years in a supervisory role within a large organization, with experience in finance, accounting, budget, and audit functions, and a strong understanding of accrual accounting (IPSAS/IFRS). Experience with ERP systems like SAP or Oracle is required. Two years of international experience outside UNRWA and one's home country is necessary for international posts. Experience within the UN Common System is desirable.
