International Consultant for Sri Lanka UNSDCF Evaluation 2023-2027
Organizational Context
The UN Secretariat, through the Resident Coordinator System and the Development Coordination Office (DCO), leads the evaluation of the United Nations Sustainable Development Cooperation Framework (UNSDCF) for Sri Lanka (2023-2027). This role is based in Colombo, Sri Lanka, with remote work flexibility, and is part of a four-month assignment.
Job Purpose
This role serves as the International Consultant and Team Leader for the UNSDCF evaluation in Sri Lanka. The primary purpose is to conduct an independent, system-wide assessment of the UN's collective contribution to national development priorities and the 2030 Agenda. The evaluation will assess relevance, coherence, effectiveness, efficiency, sustainability, and impact, examining progress, lessons learned, and the integration of cross-cutting principles like human rights and gender equality. Findings will foster learning, strengthen accountability, inform strategic decision-making for the UN Development System, and guide the next Cooperation Framework cycle, serving as a strategic resource for the UN and stakeholders.
Responsibilities
The International Consultant will lead the entire UNSDCF evaluation process, providing strategic oversight and methodological leadership. This includes ensuring technical rigor, designing the evaluation framework, and leading data collection and analysis. Responsibilities encompass managing and coordinating the evaluation team, engaging with stakeholders, and upholding quality and ethical standards aligned with UNEG norms. The consultant will ensure timely submission of all deliverables, including inception reports, findings reports, and the final evaluation report, and will lead dissemination efforts. A key responsibility is to ensure recommendations are actionable, aligned with national priorities and SDGs, and inform future UN support and the next Cooperation Framework cycle.
Work Experience
Requires 10 years of experience in designing and leading evaluations of UNSDCF, UN agency, or donor country programs. Extensive knowledge of qualitative and quantitative methods, familiarity with UNEG norms and standards, and strong experience in UN programming principles are essential. Experience in middle-income country contexts, particularly South Asia, and expertise in UNSDCF outcome areas are preferred.
