Organizational Context
The Common Administrative Platform, One Executive Office (One EO), within the Department of Operational Support at UN Headquarters, is transitioning as part of the UN80 reform. It consolidates administrative functions to provide comprehensive HR, financial, travel, and general support to New York-based Secretariat entities. This role supports client entities through a specialized finance desk focused on grant review and establishment.
Job Purpose
The Senior Finance and Budget Assistant plays a crucial role in supporting the One Executive Office's mandate by ensuring the efficient financial administration of client entities. This involves managing budgets, processing financial transactions, and ensuring compliance with UN regulations and procedures. The role contributes to the effective delivery of services by providing accurate financial data, supporting budget formulation and performance reporting, and assisting in the review of financial agreements. By maintaining the integrity of financial data and offering guidance to colleagues, the position directly supports the operational efficiency and accountability of the administrative platform, enabling client entities to achieve their objectives.
Responsibilities
Key responsibilities include acting as a Certifying Officer for commitments, preparing and revising annual program budgets, and finalizing cost estimates and budget proposals. The role involves assisting managers with resource requirements, conducting research for budget reviews, and managing allotments and fund redeployments. Processing requisitions for goods, services, and travel, and monitoring extrabudgetary resources and contribution agreements are essential. The position also entails assisting in budget performance submissions, analyzing variances, and ensuring the integrity and accuracy of financial data. Technical review of accounting transactions and coordination with finance and budget staff are critical. Additionally, the role involves staying updated on financial guidelines, responding to inquiries, providing guidance and supervision to general service staff, and assisting with data analysis and reporting. Reviewing agreements and supporting audits are also key duties.
Work Experience
A minimum of ten years of experience in finance, budget, accounting, or administrative services is required. Experience with ERP systems like Umoja, managing extrabudgetary resources, and within the UN system is desirable. Skills in data analysis and reporting tools, as well as experience supporting senior management or delegations, are also beneficial.
