The UN Secretariat, specifically the Resident Coordinator System, is undertaking an evaluation of the United Nations Sustainable Development Cooperation Framework (UNSDCF) 2023–2027 in Cabo Verde. Job Purpose
The purpose of this role is to lead a comprehensive evaluation of the UNSDCF 2023–2027 in Cabo Verde. This involves assessing the UN's strategic positioning, performance, and contribution to national development results and Sustainable Development Goals (SDGs). The evaluation will examine core criteria such as relevance, effectiveness, coherence, efficiency, sustainability, and adaptability, while also considering the UN's role in SDG advancement, resilience-building, and responsiveness to emerging challenges. The findings will inform adaptive management and strengthen accountability within the UN development system, contributing to national priorities and the 2030 Agenda.
Responsibilities
Lead the design and implementation of the evaluation methodology, including refining the evaluation scope, objectives, and approach. Coordinate the work of the evaluation team members to ensure quality and coherence of all deliverables. Lead stakeholder consultations and validation processes throughout the evaluation. Develop and submit data collection tools, such as interview guides and focus group discussion protocols. Draft and finalize key deliverables, including an inception report, data collection instruments, a draft evaluation report, and the final evaluation report, adhering to UNEG and DCO quality standards.
Work Experience
A minimum of 10 years of experience in evaluating development programmes, including UN system evaluations, is required. Proven expertise in theory-based evaluation and mixed-methods approaches is desirable. Experience in Small Island Developing States (SIDS) contexts is highly desirable.
