Organizational Context
The Economic and Social Commission for Asia and the Pacific (ESCAP), a regional arm of the UN Secretariat, promotes sustainable and inclusive development in the Asia-Pacific region. This role is within the Financing for Development Section, supporting an externally funded initiative on Energy Transition for Green Growth and Prosperity. The Programme Officer works closely with divisional staff and a project steering group.
Job Purpose
The Programme Officer's primary purpose is to support the implementation of the three-year "Energy Transition for Green Growth and Prosperity" programme. This involves participating in programme development, implementation, and evaluation, coordinating technical assistance for member states, and providing secretariat support to an advisory group of experts and donors. The role contributes to ESCAP's mandate of promoting sustainable development by facilitating policy-oriented research, analysis, and capacity-building assistance related to energy transition and green growth in the Asia-Pacific region. The incumbent will also conduct research, prepare written outputs, support consultations, and manage outreach activities.
Responsibilities
Key responsibilities include participating in the development, implementation, and evaluation of the "Energy Transition for Green Growth and Prosperity" programme, monitoring its progress, and proposing corrective actions. The role involves coordinating technical assistance and analysis for member states, planning workshops, and developing activity plans. Providing secretariat and coordination support to a high-level advisory group of experts and donors is crucial. The incumbent will conduct research, analyze information from diverse sources, assist in policy development, and design data collection tools. Responsibilities also encompass preparing various written outputs, supporting consultations and meetings, undertaking outreach activities, leading field missions, and coordinating budget and funding activities. Data analysis and visualization to support decision-making are also key duties.
Work Experience
A minimum of five years of progressively responsible experience in project or programme management is required, specifically related to financing the energy transition, financing for development, regional cooperation in energy, or policy analysis in this area. Experience supporting complex, multi-stakeholder projects in an international organization is also necessary. Experience working in Southeast Asian countries on energy transition financing and project management of technical assistance projects are desirable, as is experience in data analytics.
