Job Purpose
This consultancy aims to assess the integration of gender and Environmental and Social Safeguards (ESS) within the Global EbA Fund (GEbAF) over its first five years of operation. The consultant will identify progress, gaps, and lessons learned, and develop a comprehensive Gender Action Plan for 2026-2030. This initiative is crucial for strengthening gender-responsive outcomes and ensuring systematic, results-oriented gender mainstreaming across the Fund's operations and project implementation, aligning with UNEP's strategic objectives for climate action and resilience.
Responsibilities
The consultant will conduct a thorough review and analysis of GEbAF's progress, gaps, and lessons learned in integrating gender-responsive approaches and ESS. This includes assessing alignment with UNEP, IUCN, and IKI gender frameworks and ESS requirements, and analysing how gender safeguarding is incorporated into environmental and social risk management. The role involves analysing the project portfolio, conducting stakeholder consultations, and identifying key gender considerations, risks, and opportunities. Ultimately, the consultant will develop an actionable Gender and ESS Action Plan with recommended actions, indicators, and accountability measures to enhance gender-responsive outcomes across the Fund's operations.
Work Experience
A minimum of 7 years of experience in gender mainstreaming within climate or environmental programs is required. Demonstrated experience in conducting gender assessments and developing action plans is essential. Experience with environmental and social safeguards frameworks is also required.
Skills
Strong analytical, facilitation, and report-writing skills are required. Fluency in English is necessary, with working knowledge of Spanish and/or French being desirable.
