Programme Management Officer
Organizational Context
The Office for the Coordination of Humanitarian Affairs (OCHA), part of the UN Secretariat, ensures coherent humanitarian responses to emergencies by bringing together actors and providing a framework for their contributions. OCHA's mission is to mobilize and coordinate principled humanitarian action, advocate for the rights of those in need, and promote preparedness and sustainable solutions. This Programme Management Officer role sits within the Programme Management Unit of the Office of the Director.
Job Purpose
The Programme Management Officer will be responsible for developing, implementing, and evaluating initiatives to strengthen people management within the Crisis Response Division (CRD) and OCHA's global field operations. This includes monitoring implementation, analyzing trends, and identifying issues to drive corrective actions. The role involves conducting consulting assignments on people management in collaboration with Human Resources and clients, facilitating workshops, and developing action plans for change management. The incumbent will research and present information on people management matters, prepare written outputs such as reports and publications, and provide support to senior managers on related issues. Additionally, the role supports budget funding activities, promotes gender parity and geographic diversity, and ensures the full implementation of performance management cycles.
Responsibilities
Develops, implements, and evaluates people management initiatives, monitoring progress and addressing issues. Conducts consulting assignments on people management, facilitating workshops and developing client action plans. Researches, analyzes, and presents information on people management trends globally and within the Division. Prepares written outputs, including reports and publications. Provides support to senior managers on people management issues and communications. Leads or participates in complex field missions, offering guidance and drafting summaries. Supports budget funding processes, including project preparation, submissions, and financial reporting. Promotes gender parity and geographic diversity in people management and recruitment. Supports managers and staff in strengthening performance management cycles. Performs other related duties as required.
Work Experience
A minimum of seven years of progressive experience in project/programme management, administration, or people management is required. At least three years of experience providing strategic people management advice is also mandatory. Experience in humanitarian field operations, performance management, or front office settings is desirable.
