Programme Officer
Organizational Context
The Economic and Social Commission for Asia and the Pacific (ESCAP) promotes sustainable and inclusive development and regional connectivity in the Asia-Pacific region. As a UN Secretariat entity, ESCAP provides policy-oriented research, analysis, and capacity-building assistance. This role is within the Energy Connectivity Section of the Energy Division, reporting to the Senior Economic Affairs Officer, and will lead a key externally funded initiative.
Job Purpose
The primary purpose of this role is to lead the implementation of the three-year 'Energy Transition for Green Growth and Prosperity' programme. This involves developing and executing the programme, monitoring its progress, and analyzing its development. The incumbent will collaborate closely with internal divisions and a project steering group, providing secretariat support to an expert advisory group. Key functions include policy development, research, data analysis, report generation, organizing workshops, and coordinating outreach activities. The role contributes to advancing sustainable energy development and green growth within the Asia-Pacific region through effective programme management and strategic collaboration.
Responsibilities
Develop and implement the 'Energy Transition for Green Growth and Prosperity' programme, leading its monitoring and analysis. Conduct consulting assignments, plan and facilitate workshops, and develop annual activity plans in collaboration with the project steering group. Provide secretariat support to an expert advisory group overseeing programme outputs. Conduct research, analyze information from diverse sources, and present findings. Coordinate policy development, including reviewing trends and preparing studies. Design data collection tools, analyze survey responses, and prepare conclusions. Prepare written outputs such as background papers, reports, and publications on themes including energy transition, green finance, and social development. Provide substantive support for meetings and conferences. Initiate and coordinate outreach activities, conduct training, and deliver presentations. Lead or participate in complex field missions, guiding consultants and government officials. Coordinate budget funding activities and prepare related financial reports. Collect and analyze data to identify trends and provide insights using data visualization for planning and decision-making.
Work Experience
A minimum of seven years of progressive experience in project/programme management, regional cooperation, policy analysis, or energy/sustainable development is required. Experience with complex, multi-stakeholder projects involving international cooperation is essential. Experience in data analytics (2+ years desirable), UN system or similar international organizations (desirable), managing large-scale donor-funded programmes (desirable), and working on energy issues in Southeast Asia (desirable) are also noted.
