Organizational Context
The Economic Commission for Latin America and the Caribbean (ECLAC), part of the UN Secretariat, is undertaking a project to strengthen national capacities in climate change statistics. This consultancy contributes to technical assistance activities and the development of statistics and indicators for climate change in Latin America and the Caribbean.
Job Purpose
This consultancy aims to produce an analytical document on the relationship between Colombia's productive structure and its environmental impact, along with a database on environmental interlinkages. These outputs will support the Department Administrative Nacional de Estadística (DANE) of Colombia and other entities in strengthening their capabilities. The work aligns with ECLAC's 2026 work plan and the project "Better statistics and indicators on climate change in Latin America and the Caribbean," specifically contributing to operational priorities 1.3 and 1.4 by providing analytical tools for policy-making and research.
Responsibilities
The consultant will develop an analytical document detailing the relationship between Colombia's productive structure and its environmental impact, including policy recommendations for green productive transformation. Additionally, the consultant will create a database on environmental interlinkages, encompassing multipliers and indices for production, employment, imports, value-added, and environmental accounts (emissions, resource use, waste generation). This involves developing specific calculation methods and computer codes for generating new indicators, distinct from mere data compilation. The consultant will also produce a descriptive note for the database, documenting its construction and indicator calculation processes. All activities are supervised by the ECLAC team and must adhere to ECLAC's editorial standards.
Work Experience
A minimum of 5 years of relevant experience in economic development research is required. Experience in environmental policy management is also required. Experience in developing frameworks for the Conference of the Parties (COP) and analyzing ecosystem services and biodiversity is desirable.
Skills
Proficiency in Spanish (excellent) and intermediate English. Knowledge of input-output matrices and their applications for economic structural analysis. Familiarity with standard software (MS Word, PowerPoint, Teams) and computing tools (R, Stata, Python). Strong analytical skills and subject matter expertise. Ability to deliver information promptly and communicate effectively.
