MEDICAL OFFICER
Organizational Context
The Division of Healthcare Management and Occupational Safety and Health (DHMOSH) within the UN Secretariat's Department of Operational Support provides expert healthcare and occupational safety services to UN entities globally and New York-based agencies. The Medical Officer role is situated within this division, reporting to the Chief of the Health Intelligence and Public Health Section in New York.
Job Purpose
The Medical Officer plays a crucial role in planning, coordinating, and overseeing medical entitlements and operations for UN personnel and their dependents. This involves providing direct clinical care, managing occupational health duties such as sick leave assessments and return-to-work plans, and advising administration on medical standards. The role also contributes to policy development, crisis preparedness, and data analysis for informed decision-making. Additionally, the Medical Officer is expected to provide clinical leadership in advancing digital health operations and improving efficiency and patient care through new electronic medical record features.
Responsibilities
The Medical Officer is responsible for a range of clinical and medico-administrative duties. This includes providing day-to-day clinical care, managing occupational health issues like sick leave, child benefits, and return-to-work plans, and referring staff to specialists. Medico-administrative tasks involve advising on recruitment medical standards, sick leave, and medical evacuations, as well as participating in policy development and crisis preparedness. The role includes managing day-to-day operations, liaising with various UN units and HR partners, and potentially deputizing for the Senior/Chief Officer. Supervisory duties involve overseeing medical staff, ensuring efficient case processing, auditing sick leave cases, and implementing training programs. The role also requires data collection and analysis for trend identification and reporting, and providing clinical leadership for digital health initiatives.
Work Experience
A minimum of seven years of progressive clinical experience is required. Additionally, at least three years each of experience is needed in overseeing medical disability assessments, managing medical appeals processes, and hands-on experience with digital health platforms or Electronic Medical Record (EMR) systems. Experience in developing and delivering specialized medical training related to sick leave and medical evacuations is also required. Experience in medical entitlement auditing is desirable.
