The International, Impartial and Independent Mechanism (IIIM) in Geneva, Switzerland, investigates and prosecutes serious international crimes in Syria. This Security Coordination Officer role, reporting to the Head of the Mechanism, is crucial for managing and coordinating security and safety for IIIM staff, offices, and field operations, ensuring a cost-effective and efficient security presence.
Job Purpose
The Security Coordination Officer is responsible for the comprehensive coordination and management of security and safety for the International, Impartial and Independent Mechanism (IIIM) staff, offices, and field operations in Geneva. This involves analyzing security threats, developing robust risk management strategies, and coordinating security operations to ensure the safety of personnel and assets. The role requires proactive engagement with local authorities and other agencies to implement security plans and provide expert advice across all IIIM program areas, ensuring a secure environment for the Mechanism's critical work. The incumbent will also advise the Head of the Mechanism on security policy and procedures, contribute to security planning and awareness, and oversee security-related projects, fostering collaboration and ensuring compliance with security standards.
Responsibilities
Serve as the primary advisor to the Head of the Mechanism on all security risk management matters, policy, and procedures, and act as a member of the Security Management Team. Forecast evolving security environments and UN security responses, utilizing analytical techniques and research to enhance security programs. Develop inclusive risk management strategies, employing situational awareness, critical thinking, and logic to analyze multi-dimensional threats. Prepare, review, and implement security planning documents and risk management-based security solutions. Provide written analysis of security trends and incident reporting, participate in relevant meetings, and advise on integrating security into all UN activities. Offer support to line managers, enable mandate delivery through operational assistance, and oversee security projects, ensuring timely completion and alignment with organizational policies. Monitor and evaluate preparedness and compliance, enhance communication and trust with stakeholders, and collaborate with various entities including NGOs, diplomatic missions, and government representatives. Strengthen personnel security awareness and capacity through training and advice. Conduct security surveys and assessments, recommending effective and efficient security measures. Ensure the implementation and maintenance of a functioning Security Communication System. Manage budget, finance, and logistical planning for the security office, and lead the security team, including workforce planning and performance assessment. Implement departmental approaches to mainstream gender, diversity, and inclusion in security management.
Work Experience
A minimum of seven years of progressive experience in security, conflict resolution, crime/terrorism prevention, or risk/disaster management is required. This includes at least two years of experience in field operations and relevant work experience in the Middle East. Experience within tribunals, justice, or accountability mechanisms is also required. Experience with security frameworks for evidence collection, contingency planning, crisis management, and data analytics is desirable.
