Organizational Context
The Economic Commission for Africa (ECA) aims to empower and transform Africa through innovative ideas and actions, aligning with the 2030 Agenda and Agenda 2063. The Strategic Planning, Oversight and Results Division (SPORD) within ECA focuses on implementing, monitoring, and evaluating programmes. This Programme Management Officer role reports to the Director of SPORD and is central to the management of the ECA Fellowship Programme.
Job Purpose
The Programme Management Officer is responsible for the strategic planning, implementation, monitoring, and evaluation of the ECA Fellowship Programme. This includes overseeing the recruitment, selection, and administrative functions for fellows, ensuring the smooth daily operation of the program, and providing progress reports. The role involves liaising with relevant offices to support fellows' research deliverables, conducting consulting assignments, and assisting in policy development. The officer will research, analyze, and present information, prepare various written outputs, and provide substantive support for meetings and outreach activities. Additionally, the role requires coordinating budget and funding activities, collecting and analyzing data for informed decision-making, and ensuring efficient resource utilization. The ultimate goal is to ensure the successful development, implementation, and evaluation of assigned programmes and projects, fostering effective working relationships and policy adherence.
Responsibilities
The Programme Management Officer will participate in the development, implementation, and evaluation of assigned programmes and projects, monitoring progress and identifying issues for corrective action. Key duties include developing and implementing strategic and programme planning for the fellowship, and supervising all aspects of fellow management, from recruitment and assessment to deployment and remuneration. The role ensures the smooth day-to-day operation of the fellowship and provides regular progress reports. Collaboration with relevant offices is essential to support fellows' research. The officer will perform consulting assignments, conduct research and analysis, and assist in policy development. Responsibilities also include designing data collection tools, analyzing survey responses, preparing written outputs such as background papers and reports, and providing support for meetings and conferences. Outreach activities, training workshops, and field missions are also part of the role, along with coordinating budget and funding activities and utilizing data visualization for reporting and decision-making.
Work Experience
A minimum of five years of progressively responsible experience in project or programme management, administration, or a related area is required. Experience in managing fellowship programmes or similar projects is desirable, as is experience in data analytics.
