Job Purpose
The purpose of this role is to serve as an Armed Groups/Regional Expert on a Panel of Experts, contributing to the monitoring and investigation of sanctions measures related to the Central African Republic. The expert will analyze regional dynamics, investigate transnational sanctions violations, and assess the impact of political and security developments. This involves gathering information, engaging with various stakeholders, and preparing detailed reports and recommendations for the Security Council and its Committee. The role is crucial for informing the Council's decisions and enhancing the effectiveness of sanctions implementation, requiring rigorous analysis and high-quality reporting.
Responsibilities
The expert will monitor sanctions measures and investigate alleged violations concerning armed groups in the Central African Republic. Key duties include analyzing national and regional dynamics, cross-border movements, and external support networks. The role involves investigating transnational sanctions violations, such as trafficking routes and supply chains, and engaging with regional organizations and Member States to gather information. Assessing the impact of regional developments on conflict dynamics and identifying trends in armed group activities (recruitment, financing, logistics) are also critical. The expert will contribute to investigative reports, midterm and final reports to the Security Council, and prepare recommendations for improved sanctions implementation. Additional responsibilities include compiling information on potential violators, delivering briefings, monitoring relevant media, and assisting in capacity-building efforts for sanctions implementation.
Work Experience
A minimum of ten years of progressively responsible experience in a relevant field is required, including at least three years of field experience. Significant experience in post-conflict or transitional situations is necessary. Strong field research and investigative experience concerning armed groups, along with experience in writing high-quality reports, are essential. Experience analyzing regional security issues and engaging with regional organizations is highly desirable.
