Organizational Context
The Programme Management Assistant is based in the Subregional Headquarters for the Caribbean of the Economic Commission for Latin America and the Caribbean (ECLAC) in Port of Spain. ECLAC, a UN regional commission founded in 1948, focuses on economic and social development through policy design, monitoring, evaluation, advisory services, and fostering regional cooperation. This role supports the Director of the Subregional Headquarters.
Job Purpose
The Programme Management Assistant provides crucial support to the Director's office at the ECLAC Subregional Headquarters for the Caribbean, contributing to the planning and implementation of the programme of work. This involves coordinating planning activities, monitoring project proposals, and ensuring timely submission of project documents. The role also offers executive and administrative support, managing schedules, correspondence, and document quality. A key function is serving as a liaison with stakeholders, facilitating communication and supporting administrative processes. The assistant will also draft, review, and edit documents, maintain databases, generate reports, and provide guidance to junior staff, all in alignment with ECLAC and UNHQ monitoring and evaluation strategies.
Responsibilities
The Programme Management Assistant supports the planning and implementation of the Director's office programme of work, assisting in coordination and monitoring project proposals to ensure timely submission. Responsibilities include providing executive and administrative support, managing schedules, screening and drafting correspondence, and reviewing documents for signature. The role acts as a liaison with internal and external stakeholders, manages travel arrangements, maintains databases, and ensures operational continuity during absences. Additionally, the assistant drafts, reviews, and edits summaries and correspondence, coordinates publication processes with editors and translation services, prepares and updates files, and generates reports. Guidance and training for junior staff are also part of the role, along with assisting in data collection, analysis, and preparation of presentations and reports for knowledge management and decision-making.
Work Experience
A minimum of seven years of experience in programme or project administration, technical cooperation, or a related field is required. This requirement is reduced to five years for candidates holding a first-level university degree or higher. Experience in data analytics is desirable, as is experience with enterprise resource planning systems like SAP.
