Strategic Engagement Advisor
Organizational Context
The United Nations Environment Programme (UNEP) in Brazil is a key development partner supporting national and sub-national institutions to advance a sustainable society. This role operates within the UNEP Brazil Country Office, reporting to the UNEP Brazil Representative, and collaborates closely with the Ministry of Environment and Climate Change and the Ministry of Finance.
Job Purpose
This role serves to advance energy transition goals in Brazil by engaging a wide range of stakeholders and providing technical advice. The purpose is to identify key actors and levers for enabling transition pathways, particularly for cities reliant on oil and gas revenues. The advisor will support the Ministry of Environment and Climate Change in developing a just and planned energy transition roadmap, aligning with national climate architecture and international commitments. The role also supports UNEP's project "Brazilian Cities Pathways to Transition Beyond Oil and Gas" and Brazil's leadership in the global transition away from fossil fuels.
Responsibilities
The Strategic Engagement Advisor will facilitate multi-stakeholder dialogues on energy transition and economic diversification at national and subnational levels. Responsibilities include monitoring trends, stakeholder positions, and policy developments to inform engagement strategies. The role involves building and maintaining trusted relationships with key stakeholders, synthesizing technical reports into actionable strategies, and ensuring consistency in messaging with UNEP and partner teams. The advisor will contribute to the design and delivery of workshops and events, prepare written outputs such as background papers and reports, and provide technical advice for policy integration, aligning energy transition strategies with national policies and planning documents. They will also offer guidance on global transition pathways, Paris-aligned scenarios, and energy transition risks.
Work Experience
Requires at least two years of experience in a field relevant to climate change, with a strong background in engaging government officials and industry to drive policy change. Experience with national climate policies in Brazil, multi-stakeholder engagement, providing technical assistance, project management, and working with the UN system or Brazil's public sector are desirable.
Skills
Excellent written and oral communication skills in English and Portuguese are required. Desirable skills include expertise in energy, urban planning, buildings, environmental topics, technical assistance, project management, policy development, and multi-stakeholder engagement.
