Job Purpose
This consultancy aims to conduct a Management Led Terminal Review (MLTR) for the GEF ID 10449 project in Fiji, which focuses on enhancing transparency for Nationally Determined Contributions (NDCs) and Low Emissions Development Strategy (LEDS). The consultant will be responsible for the overall management, design, data collection, analysis, and report writing of this terminal review. The purpose is to assess the project's effectiveness, adherence to policies, and to provide evidence-based findings and recommendations, ensuring timely delivery of high-quality outputs in line with GEF and UNEP evaluation standards.
Responsibilities
The consultant will lead and author the terminal review for the Capacity Building Initiative for Transparency Fiji Project, adhering to GEF and UNEP policies. This includes overall responsibility for undertaking the review and preparing the final report in English. Key duties involve designing the review methodology, conducting data collection through desk reviews of project documentation and interviews with stakeholders, and analyzing findings. The consultant will assess all project elements against UNEP evaluation office guidance, develop evidence-based findings and recommendations, and ensure deliverables are prepared according to UNEP templates, with a focus on triangulating information for robust conclusions.
Work Experience
A minimum of 5 years of technical/evaluation experience is required, preferably including evaluating large, regional, or global programs using a Theory of Change approach. Experience in drafting project proposals and assessing project documents (concepts, reports, work plans, financial documents) is also necessary. Experience with GEF or UNEP projects, or with multilateral/bilateral funding entities in environment or climate finance, is desirable.
