Organizational Context
This position is within the Human Resources Management Section of the Programme Support Management Services at the United Nations Conference on Trade and Development (UNCTAD) in Geneva. The Human Resources Assistant reports directly to the Chief of Section, supporting the section's overall mandate and operational requirements.
Job Purpose
The Human Resources Assistant plays a crucial role in supporting the UNCTAD Human Resources Management Section. The primary purpose of this role is to assist in various HR functions, including recruitment and placement, classification, and general administrative support. This involves screening applications, managing job openings, coordinating assessments, liaising with staff and service providers, and maintaining HR systems. The role contributes to the efficient and effective functioning of the HR section by ensuring timely and accurate processing of HR-related matters, supporting staff, and upholding organizational policies and procedures.
Responsibilities
The Human Resources Assistant is responsible for a range of duties within recruitment and placement, including evaluating and screening applications, preparing candidate profiles, conducting roster searches, and identifying shortlists. They will create and manage job openings in Inspira, assist in filling posts, and ensure pre-recruitment formalities are completed. The role involves organizing candidate assessments, maintaining job opening files, and liaising with divisions and HR service providers regarding contract administration and entitlements. Additionally, the assistant will advise staff on visa and HR matters, review requests for exceptions to Staff Rules, and assist with classification processes. General duties include conducting research, maintaining HR systems and databases, preparing reports, providing office support, and training junior staff.
Work Experience
A minimum of seven years of progressively responsible experience in human resources management or administrative services is required. This is reduced to five years for candidates with a first-level university degree. Four years of experience in a Human Resources office within the UN or a similar international organization is necessary. Experience in managing, analyzing, and reporting on large HR data sets is also required.
