Organizational Context
This position is situated within the United Nations Joint Human Rights Office of MONUSCO/OHCHR in Kinshasa, Democratic Republic of Congo. The role operates under the direct supervision of the Deputy Director, contributing to the mission's human rights mandate.
Job Purpose
The Programme Management Officer is responsible for supporting the development, implementation, and evaluation of human rights programmes and projects within the UN Joint Human Rights Office. This involves monitoring progress, analyzing human rights issues, and identifying solutions. The role requires conducting research, assisting in policy development, and preparing various written outputs. Additionally, the officer will provide support for meetings and conferences, conduct outreach and training, and manage field missions. A key aspect involves coordinating budget and funding activities and utilizing data visualization for informed decision-making and reporting to enhance programme effectiveness and strategic planning.
Responsibilities
Key responsibilities include participating in the development, implementation, and evaluation of human rights programmes and projects, monitoring their progress, and analyzing relevant documentation to identify and address human rights issues. The role involves conducting research, analyzing human rights information from various sources, and assisting in policy development and trend analysis. The officer will design data collection tools, analyze survey responses, and prepare written outputs such as background papers and reports. Substantive support will be provided for meetings and conferences, including agenda preparation and participant identification. Outreach activities, training workshops, and presentations on human rights topics are also expected. The position requires participation in or leading field missions, providing guidance, and drafting mission summaries. Coordination of budget and funding activities, including preparation of financial reports, is essential. Furthermore, the role involves collecting and analyzing human rights data to identify trends and provide insights for data-driven planning and decision-making using visualization methods.
Work Experience
A minimum of five years of progressive experience in project or programme management, human rights, or administration is required. Experience in human rights-based planning is essential. Experience in donor relations and at least two years of experience in data analytics or a related area are desirable.
