The United Nations Office for Disaster Risk Reduction (UNDRR), Regional Office for the Arab States (ROAS) in Cairo, is the UN focal point for coordinating disaster reduction efforts globally. This consultancy supports UNDRR's mandate to guide, monitor, and report on the implementation of the Sendai Framework for Disaster Risk Reduction 2015-2030, fostering global awareness and action.
Job Purpose
This consultancy aims to strengthen national disaster risk governance in Syria by applying a Comprehensive Risk Management Approach. The role will support the establishment of a National Multi-stakeholder DRR and Climate Action Platform and the development of an inclusive, gender-sensitive National DRR and Climate Action Strategy and Action Plan. The consultant will work under the supervision of the Risk Governance Programme Management Officer, contributing to the integration of disaster risk reduction, climate action, and sustainable development principles into national frameworks.
Responsibilities
The consultant will establish strong coordination with national experts to gather data on DRR, climate action, and sustainable development, including legislation, hazard assessments, and financial data. Responsibilities include conducting a desk review to map the policy landscape and identify entry points for the Comprehensive Risk Management Approach. The role involves developing a National DRR and Climate Action Strategy, Action Plan, and Terms of Reference for a multi-stakeholder platform, ensuring integration of gender and disability considerations. Facilitating national consultation workshops and submitting final validated documents to UNDRR ROAS are key duties. A final report with lessons learned and recommendations is also required.
Work Experience
A minimum of 7 years of work experience in disaster risk reduction, management, or climate change adaptation is required. Experience in national policy development related to these areas, coordinating with governmental entities and multiple stakeholders, and working with authorities in the Arab region is necessary. Research, analysis, and academic writing experience are desirable.
