PROGRAMME MANAGEMENT OFFICER

Organizational Context

The United Nations Environment Programme (UNEP) provides administrative services to the Convention on the Conservation of Migratory Species (CMS) and its associated agreements. This Programme Management Officer role is based at the CMS Office in Abu Dhabi, coordinating the implementation of the Raptors MoU. The position reports to the CMS Executive Secretary and the Executive Coordinator of the CMS Office – Abu Dhabi.

Job Purpose

The Programme Management Officer leads the Raptors MoU Coordinating Unit, focusing on its work programme which includes MoU processes, support to the Technical Advisory Group, national and regional strategies, and action plans for species like vultures and the saker falcon. The role involves managing cross-cutting issues such as illegal killing and trade. The officer will also jointly supervise an Associate Programme Management Officer, contributing to the broader objectives of the CMS Office in Abu Dhabi. The purpose is to advance the conservation and sustainable use of migratory birds of prey through effective programme management and resource mobilization.

Responsibilities

Key responsibilities include managing and facilitating the Raptors MoU work programme, providing secretariat services for meetings and working groups, and coordinating the development and implementation of international species action plans and national strategies. The role involves promoting interest and mobilizing financial resources through communication and resource mobilization strategies, and developing partnerships with intergovernmental and non-governmental organizations. The officer will represent the Raptors MoU in international and local meetings. Additionally, the position requires identifying synergies with other international initiatives, liaising with stakeholders, and undertaking administrative and supervisory duties for the Coordinating Unit, including budget management and ensuring compliance with UN rules. Data analysis and reporting using visualization methods are also key functions.

Work Experience

A minimum of seven years of progressive professional experience in species conservation or a related field is required, with at least three years in an international setting. Experience with avian species conservation is essential, while experience with raptors, migratory species, Multilateral Environmental Agreements (MEAs), and data analytics is desirable.
