The United Nations Office for Disaster Risk Reduction (UNDRR) is the UN system's focal point for coordinating disaster reduction efforts and ensuring synergies. This consultancy supports UNDRR's Regional Office for the Arab States (ROAS) in Cairo, with the consultant based in Damascus, Syria, reporting to the Deputy Chief of Office.
Job Purpose
This consultancy aims to enhance national coordination and visibility for Syria's Disaster Risk Reduction (DRR) efforts by establishing a National DRR Platform. The role will provide technical expertise and advisory support to operationalize this platform, facilitate strategic engagement with national and international partners, and ensure alignment with DRR and Climate Action strategies. The consultant will manage workshops, consultations, and project deliverables, synchronizing them with recovery planning processes and streamlining communication channels to support risk-informed recovery and resilience frameworks.
Responsibilities
Provide technical expertise and advisory support for the operationalization and establishment of the National Multi-stakeholder DRR Platform. Facilitate outreach and strategic engagement with national and international partners to enhance multi-stakeholder coordination in DRR, early warning, and recovery. Collaborate on the development of the National DRR and Climate Action Strategy and the design of the Platform's Terms of Reference. Manage the planning, execution, and analysis of workshops, trainings, and consultations focused on risk-informed recovery and resilience. Synchronize project deliverables with recovery planning processes, track milestones, and drive follow-up actions. Streamline communication and data-sharing channels across departments and national counterparts. Advance initiatives for embedding risk-informed recovery approaches into national policies. Oversee recovery readiness assessments and lead capacity-development frameworks.
Work Experience
At least 3 years of work experience in communication, stakeholder engagement, or project coordination is required. Proven experience in organizing high-level national workshops or multi-stakeholder consultations is necessary. Experience with the Sendai Framework, humanitarian-development-peace collaboration, supporting international experts, and working within Syrian public sectors is desirable.
