Organizational Context
This position is situated within the UN Human Rights Training and Documentation Centre for South-West Asia and the Arab Region (UNTDC), part of the Office of the United Nations High Commissioner for Human Rights (OHCHR) in Doha. The role reports directly to the Head of the UNTDC, contributing to the Centre's mandate and operations.
Job Purpose
The Human Rights Officer serves as the Coordinator of the Human Rights Training Unit, responsible for managing its operations and staff. This role leads the development, coordination, and delivery of regional and sub-regional human rights training programs, materials, and methodologies. The purpose is to strengthen the capacity of various stakeholders, including governments, NHRIs, and civil society organizations, in human rights. The officer will conduct needs assessments, ensure adherence to OHCHR training methodologies, and develop dissemination strategies for educational materials. Collaboration with OHCHR units and external partners is key to ensuring the relevance, quality, and impact of training initiatives across the region.
Responsibilities
Coordinate the Human Rights Training Unit's activities, manage staff, and ensure complementarity with other Centre units. Lead the development, production, and delivery of regional human rights training programs, materials, and methodologies for diverse audiences, including government officials, NHRIs, and civil society. Conduct needs assessments to identify training gaps and customize programs. Ensure all training activities align with OHCHR methodology, quality standards, and evaluation requirements. Collaborate with OHCHR's global learning sections to share best practices. Develop and implement the Unit's strategy and annual work plan, including resource requirements and reporting. Provide training methodology support to OHCHR field offices. Foster partnerships with training institutions and UN entities. Integrate gender equality considerations into training policies and programs. Draft reports, evaluate projects, and represent the Centre in meetings as required.
Work Experience
A minimum of seven years of professional experience in human rights, education, political affairs, international relations, or a related field is required. Essential experience includes designing, managing, and delivering human rights training and education programs. Desirable experience includes working with governments and stakeholders on capacity building, staff supervision, and experience within UN field operations or comparable international organizations.
Skills
Professionalism in human rights issues, training program design and delivery, and understanding institutional mandates. Strong communication, planning, and organizational abilities. Proven skill in managing performance, delegating responsibilities, and supporting staff development. Ability to integrate gender perspectives and ensure equal participation. Proficiency in English and Arabic is required.
