Job Purpose
The Programme Management Officer's primary purpose is to ensure the provision of strategic, efficient, effective, and accountable support services for the United Nations Integrated Office in Haiti (BINUH) program implementation, monitoring, and evaluation. This role acts as the critical operational interface, bridging the Mission’s substantive components with the mission support services provided by the United Nations Support Office in Haiti (UNSOH). The officer contributes significantly by developing, implementing, and evaluating assigned programmes, monitoring progress, identifying issues, and initiating corrective actions. They coordinate essential requirements across various support functions including procurement, logistics, IT, transport, finance, budget, human resources, and medical services. Furthermore, the role involves administering delegation of authority instruments and preparing key written outputs, ensuring smooth operational flow and effective resource management for BINUH's mandate in Haiti.
Responsibilities
The Programme Management Officer is responsible for comprehensive programme and project lifecycle management, including development, implementation, and evaluation. This involves monitoring progress, analyzing development, reviewing documentation, identifying issues, and initiating corrective actions while liaising with relevant stakeholders. A key duty is coordinating diverse operational requirements across critical support services such as procurement, logistics, information technology, transport, finance, budget, human resources, and medical services. The officer also administers delegation of authority instruments to ensure proper governance. Furthermore, the role entails organizing and preparing various written outputs, including background papers, analyses, reports, studies, and publication inputs. They provide substantive support for meetings and conferences, covering agenda development, participant identification, and presentation preparation. Financial responsibilities include coordinating budget funding activities, preparing submissions, progress reports, and financial statements. The officer also collects and analyzes data to identify trends, providing insights through data visualization for informed planning and decision-making. Finally, they draft service level agreements, ensuring compliance with UN financial policies and procedures.
Work Experience
A minimum of seven years of progressively responsible experience in project or programme management, administration, or a related field is required. Additionally, two or more years of experience in data analytics or a related area is highly desirable.
