Organizational Context
The UN Resident Coordinator (RC) system, established by the General Assembly, ensures the coordination of UN development activities at the country level. The RC is the highest-ranking UN representative, leading UN Country Teams and ensuring accountability for the UN Sustainable Development Cooperation Framework and the 2030 Agenda. Reporting to the Secretary-General, the RC advances sustainable development, poverty eradication, and peace, guided by international frameworks.
Job Purpose
The Resident Coordinator (RC) serves as the highest-ranking UN representative at the country level, leading UN Country Teams to coordinate development activities and ensure accountability for the UN Sustainable Development Cooperation Framework and the 2030 Agenda. The role involves representing the UN at the highest state levels, fostering engagement with diverse partners, and advocating for Sustainable Development Goals (SDGs). The RC coordinates UN system-wide support, mitigates risks, and supports agency-specific goals. They promote UN Charter values, human rights, and gender equality, forging strategic partnerships to advance the 2030 Agenda. The RC also oversees country-level security when appointed as Designated Official and manages the Resident Coordinator's Office, ensuring effective UN operations and contributions to national development priorities.
Responsibilities
Key responsibilities include representing the UN at the highest levels, fostering engagement with government, civil society, and partners to advance the 2030 Agenda and SDGs. The RC leads the UN Country Team in developing, monitoring, and implementing the UN Cooperation Framework. They coordinate system-wide support, identify and mitigate risks, and advocate for UNCT member agencies. Responsibilities also encompass promoting UN Charter values, human rights, and gender equality, forging strategic partnerships, and advancing regional collaboration. The RC leverages UN system expertise to improve results, addresses SDG gaps, and ensures alignment with national priorities. They provide oversight for country financing instruments, pursue funding, and lead engagement on the UN's normative agenda. Additionally, the RC fosters collaboration, facilitates access to resources, leads strategic communication, coordinates country-level security when designated, promotes staff learning, and manages the Resident Coordinator's Office.
Work Experience
Over 15 years of international leadership experience is required, including at least five years in development, human rights, rule of law, peace-building, or humanitarian work at the country level outside one's own country. Previous Resident Coordinator experience is mandatory. Experience in senior-level inter-agency coordination, security management, or coordinating with diverse stakeholders is desirable.
