Organizational Context
The Office of the High Representative for the Least Developed Countries, Landlocked Developing Countries and Small Island Developing States (UNOHRLLS) mobilizes and coordinates international support for LDCs. Subprogramme 1 focuses on implementing the Programme of Action for LDCs, enhancing monitoring, and advocating for their special needs. This Finance and Budget Officer role reports to the Senior Economic Affairs Officer.
Job Purpose
The Finance and Budget Officer is responsible for managing the financial and budgetary aspects of UNOHRLLS's Subprogramme 1. This includes reviewing and finalizing the annual programme plan and budget proposals, ensuring legislative mandates are translated into financial plans, and administering allotments and extra-budgetary resources. The role involves monitoring budget implementation, preparing financial reports, and ensuring compliance with UN financial regulations and rules. The officer provides guidance on budgetary matters, participates in inter-departmental meetings, and supports the preparation of reports for intergovernmental bodies. Additionally, the role involves ensuring the integrity of financial systems and supporting logistical arrangements for conferences.
Responsibilities
The Finance and Budget Officer is responsible for the annual programme plan, including reviewing submissions, providing support to intergovernmental bodies, and ensuring legislative mandates are reflected in program budgets. Key duties include budget preparation, analyzing cost estimates, and finalizing program budget/financial statements. In budget administration, the officer issues allotments, monitors budget implementation and expenditures, and manages extra-budgetary resources. Responsibilities also encompass preparing budget performance reports, providing monthly and ad hoc financial reports, and ensuring compliance with UN regulations for travel, procurement, and contracts. The role includes advising staff on financial policies, participating in inter-departmental meetings, researching budgetary policies, acting as a Certifying Officer, and ensuring the integrity of financial systems. Support is provided for reviewing agreements and logistical arrangements for conferences.
Work Experience
A minimum of seven years of progressive experience in finance, administration, budget, or business administration is required. Essential experience includes preparing programme plans and budgets, coordinating budget-related activities, and using Enterprise Resource Planning (ERP) systems. Experience with managing extra-budgetary resources, data analytics, and preparing work programme reports is desirable.
