Organizational Context
The Office of Counter-Terrorism (UNOCT) was established in 2017 to provide leadership on counter-terrorism mandates, enhance coordination, strengthen capacity-building assistance to Member States, improve visibility and advocacy, and ensure counter-terrorism is prioritized across the UN System. This role is based at UNOCT Headquarters in New York.
Job Purpose
This Senior Programme Management Officer role supports UNOCT's mission by leading the development, implementation, and evaluation of key programmes and projects focused on counter-terrorism and the prevention of violent extremism in Iraq. The position involves developing initiatives and events at UNOCT Headquarters to showcase expertise and challenges from Iraq and the wider region, mobilizing resources for capacity-building, and directing programme activities. The incumbent will also ensure gender mainstreaming, coordinate policy development, conduct research, supervise staff, manage outreach, lead field missions, and oversee budget and funding activities. The role requires establishing partnerships and serving as a spokesperson to ensure effective delivery of results and advance the organization's objectives.
Responsibilities
Develop, implement, and evaluate counter-terrorism and violent extremism prevention programmes and projects for Iraq. Create initiatives and events at UNOCT Headquarters to share expertise and challenges from Iraq and the region. Mobilize resources for capacity-building programmes in Iraq. Direct and supervise subordinates in programme development, implementation, monitoring, and assessment. Review documents, identify priorities, and propose corrective actions. Ensure gender mainstreaming in all programme activities. Coordinate policy development, conduct research, and analyze trends. Prepare various written outputs, including reports and publications. Manage outreach activities, conduct training workshops, and deliver presentations. Lead field missions and provide guidance to consultants and government officials. Coordinate budget and funding activities, including reporting. Act as a spokesperson and establish partnerships. Supervise, guide, evaluate, and mentor staff.
Work Experience
A minimum of ten years of progressively responsible experience in project or programme management, administration, or a related area is required. Additionally, ten years of experience in or relating to Iraq is mandatory. Experience in political affairs is considered desirable.
