FEASIBILITY STUDY FOR THE ESTABLISHMENT OF THE UGANDA MORTGAGE REFINANCE COMPANY (UMRC)
Organizational Context
The United Nations Economic Commission for Africa (ECA) seeks a consultant based in Addis Ababa to conduct a feasibility study for establishing the Uganda Mortgage Refinance Company (UMRC). This role operates within the Macroeconomics, Finance, Governance & Planning Department, contributing to the development of financial infrastructure in Uganda.
Job Purpose
The primary purpose of this consultancy is to conduct a comprehensive feasibility study for the establishment of the Uganda Mortgage Refinance Company (UMRC) under a public-private partnership (PPP) arrangement. The consultant will assess market readiness, identify potential investors, and provide recommendations to the Ugandan government. The study's outcomes will directly inform critical decisions regarding the UMRC's formation, aiming to enhance the mortgage market and financial sector development in Uganda. This involves detailed analysis, stakeholder engagement, and strategic advice to ensure successful implementation and sustainable operations of the proposed company.
Responsibilities
Conduct a thorough desk review of the UMRC's readiness, examining existing structures and government involvement. Perform interviews with internal stakeholders, including potential investors, to gather essential information. Execute a detailed feasibility study assessing the market's state and its preparedness for business initiation. Formulate recommendations for the Ugandan government concerning the proposed public-private partnership (PPP) structure. Identify suitable candidates for shareholder subscriptions, ensuring government participation. Prepare and submit all written outputs in English, adhering to specified formatting guidelines, including citations and references. Provide necessary datasets used in the study report.
Work Experience
A minimum of 5 years of progressive experience in policy development, capital markets, investment, and debt management, with a focus on Africa and Uganda. Proven experience in policy advisory and strategy development for governments and financial institutions is necessary. Additionally, at least 3 years of experience conducting feasibility studies, with a minimum of 1 year in financial services or capital markets, is required.
