Organizational Context

The United Nations Secretariat, specifically UNCTAD, is undertaking a customs reform project in the Comoros, supported by the European Union. This consultancy role is based in Moroni and reports to the Geneva-based SYDONIA Regional Coordinator, contributing to modernization and development initiatives.

Job Purpose

The National Customs Modernization Consultant will play a key role in advancing customs reform in the Comoros. This involves modernizing the SYDONIAWorld system and developing the Single Window system. The consultant will conduct comprehensive assessments of current IT infrastructure, customs procedures, and the implementation status of SYDONIAWorld and the Single Window. Based on these evaluations, the consultant will propose improvements and prepare functional specifications for system enhancements and new modules, directly contributing to trade facilitation and enhanced customs operations within the Comoros.

Responsibilities

The consultant will conduct a thorough assessment of the current IT situation, evaluating the implementation of SYDONIAWorld and the Single Window system, and producing detailed reports. This includes assessing customs procedures related to trade facilitation and controls, and preparing corresponding reports. The role involves organizing and participating in evaluation meetings with customs partners and stakeholders. Furthermore, the consultant will propose specific improvements for SYDONIAWorld, the Single Window, and customs procedures and controls. A key responsibility is preparing functional specifications for the initial module of the Single Window and for enhancements to SYDONIAWorld and customs procedures, ensuring alignment with project objectives and stakeholder needs.

Work Experience

A minimum of 15 years of professional experience in customs within the Comoros is required. Experience working within the COMESA region and with the SYDONIA program is desirable.
