Administrative Officer
Organizational Context
This position is within the UN Secretariat, Department of Management Strategy, Policy and Compliance, Office of Programme Planning, Finance and Budget, supporting the Independent Audit Advisory Committee (IAAC). The IAAC serves in an expert advisory capacity to the General Assembly, assisting in its oversight responsibilities. The Administrative Officer reports to the Executive Secretary of the IAAC.
Job Purpose
The Administrative Officer provides essential support to the Executive Secretary and Members of the Independent Audit Advisory Committee (IAAC). This role is crucial for the effective functioning of the IAAC, which advises the General Assembly on oversight matters. The incumbent will manage a range of administrative functions, including human resources, budget, and finance, ensuring compliance with UN rules and procedures. Key responsibilities involve coordinating HR activities, advising on staff conditions, managing work programs and budgets, and maintaining sound financial management practices. The role also includes general administration, staff supervision, and data analysis to support decision-making and reporting.
Responsibilities
Manage and coordinate all human resource activities, including recruitment, placement, promotions, performance appraisals, and staff training, ensuring adherence to UN regulations. Provide expert advice on staff conditions of service, duties, and entitlements. Oversee and coordinate the preparation and implementation of the work program and budget, optimizing resource utilization. Conduct studies to enhance budget reporting and cost-effective resource management. Monitor and control budgetary allocations, providing regular reports and identifying deviations for corrective action. Establish and maintain robust policies and procedures for accounting, financial management, and control. Supervise staff and provide guidance on HR, financial administration, and management information practices. Produce complex reports for management, conduct research, and perform in-depth analysis of key issues. Provide expert guidance and leadership to junior staff. Collect and analyze data, utilizing visualization methods and AI to support data-driven planning, decision-making, and reporting. Perform other related duties as required.
Work Experience
A minimum of seven years of progressive experience in administration, finance, accounting, human resources management, or a related field is required. Two or more years of experience in data analytics or artificial intelligence is also required. Experience working with intergovernmental bodies is necessary. Experience in monitoring and reviewing budgetary allocations is desirable.
