Organizational Context
The United Nations Environment Programme (UNEP) is the leading global environmental authority, setting the environmental agenda and promoting sustainable development. The Multilateral Fund (MLF) supports developing countries in complying with the Montreal Protocol. The Fund Secretariat, administered by UNEP, is located in Montreal and managed by an Executive Committee.
Job Purpose
This consultancy aims to conduct a desk study evaluating recovery, recycling, and reclamation (RRR) projects funded by the Multilateral Fund under HPMPs. The study will assess the effectiveness of established infrastructure in Article 5 countries for managing controlled substances and its contribution to consumption reduction. The consultant will deliver a comprehensive report, including an executive summary with key findings, lessons learned, and recommendations, as per approved Terms of Reference and evaluation questions. The work is expected to be completed remotely within 2.5 months.
Responsibilities
The consultant will collect, review, and analyze relevant project and policy documentation. This includes preparing an inception paper outlining the methodological design to address the study's scope and evaluation questions. The consultant will synthesize data, develop an advanced draft of the desk study, and consolidate supporting data in annexes. Findings will be presented and discussed with the Senior Evaluation Officer (SEO) and relevant staff. The final draft will integrate feedback, presenting core analysis supported by factual evidence. The consultant will address specific evaluation questions and may include an inception paper for a potential second phase of the evaluation.
Work Experience
A minimum of ten years of experience in the evaluation and/or implementation of Montreal Protocol and Multilateral Fund-related projects is required. Experience with projects involving low-GWP alternative technologies is desirable. Knowledge of implementing agency modalities and national ozone units is also desirable.
Skills
Excellent analytical and drafting skills. Familiarity with gender-sensitive evaluation is desirable. Knowledge of evaluation methods.
