The United Nations Secretariat's Economic and Social Commission for Western Asia (ESCWA) is seeking a consultant to contribute to its upcoming energy publication. This role will focus on analyzing the opportunities and challenges of digitalizing power grids within the Arab region, enhancing cross-border cooperation, and developing policy recommendations.
Job Purpose
The purpose of this role is to support the drafting of a comprehensive analytical report for ESCWA's energy publication. The report will explore the digitalization of power grids in the Arab region, focusing on opportunities, challenges, cross-border cooperation, and policy frameworks. It aims to provide policy-oriented, evidence-based recommendations tailored to the region, considering inclusion, resilience, renewable energy integration, and gender perspectives. The consultant will contribute to shaping policy discussions and promoting sustainable energy development through in-depth analysis and practical case studies, aligning with ESCWA's strategic objectives.
Responsibilities
The consultant will compile and assess literature, data, and policy documents on regional electricity interconnections, power-sector digitalization, grid governance, interoperability, cybersecurity, and regulatory frameworks in the Arab region. Responsibilities include examining capacity gaps in relevant institutions, assessing how digitalization can address rural-urban disparities and energy access, and integrating gender-responsive perspectives. The consultant will identify and analyze regional and international success stories and best practices, preparing policy-oriented case studies on digital grid governance, cyber-resilient operations, renewable energy integration, and cross-border cooperation. Ensuring the report is analytical, policy-relevant, clearly structured, and consistent with ESCWA's guidance is paramount.
Work Experience
A minimum of 10 years of relevant work experience in electricity, connectivity, and digitalization, or closely related fields, is required. Experience should align with the analytical and policy focus of the report.
Skills
Excellent analytical, research, writing, and communication skills are required. Proficiency in computer literacy is also necessary. Expertise in energy sector digitalization and policy is implicitly required for the role.
