Organizational Context
The United Nations Economic Commission for Africa (ECA) aims to drive ideas and actions for an empowered and transformed Africa, aligning with the 2030 SDGs and Agenda 2063. This role is situated within the Human Resources Management Section of the Administration and Conference Management Division at ECA in Addis Ababa. The incumbent provides experienced support in administering staff benefits and entitlements, applying HR rules and procedures.
Job Purpose
The Human Resources Assistant plays a crucial role in supporting the effective administration of human resources functions within the UN Economic Commission for Africa. This position is responsible for managing various aspects of staff administration, including onboarding, contract management, and processing personnel actions. The role involves assisting staff with benefits, insurance, and separation processes, ensuring accuracy and adherence to established policies. Additionally, the assistant will manage and monitor staff entitlements, process travel requests, and review time and attendance records. A key contribution is maintaining up-to-date HR records, compiling data for reports, and providing guidance to staff and junior colleagues on HR procedures, thereby ensuring efficient and compliant HR service delivery.
Responsibilities
Administering contracts and staff movements, including onboarding selected candidates, processing personnel actions, issuing appointment letters, and managing contract extensions. Processing temporary and permanent staff movements and related administrative actions, including inter-agency agreements, and managing off-boarding processes. Assisting staff with documentation for benefits, insurance, and separation, ensuring completeness and accuracy. Reviewing reports and processing staff benefits and entitlements, maintaining personal status records, and administering dependent entitlements. Responding to queries on staff entitlements and processing related actions in Umoja, including travel requests. Reviewing and approving time and attendance, including various leave types, and monitoring annual declarations. Supporting reporting by compiling and organizing data, maintaining tracking tools, and updating HR records. Drafting routine correspondence and providing guidance to less experienced staff. Monitoring regulatory compliance and assisting with data analysis, presentation, and visualization for decision-making. Participating in HR projects and data clean-up exercises.
Work Experience
A minimum of seven years of progressive experience in human resources, administrative services, or a related field is required. This requirement is reduced to five years for candidates possessing a first-level university degree or higher.

Professionalism, Planning and Organizing, Client Orientation, Data analysis and interpretation, Knowledge of HR policies and procedures, Proficiency in office software, Knowledge of UN HR systems (e.g., Umoja).
