Organizational Context
The United Nations Economic Commission for Africa (ECA) in Addis Ababa is implementing a project to transform health financing in Africa. This initiative supports member states in developing evidence-based policies, integrating health financing into macroeconomic planning, and addressing persistent health financing gaps. The role contributes to strengthening analytical and technical capacity for resilient and sustainable development.
Job Purpose
The purpose of this consultancy is to support the ECA's analytical and research work on macroeconomic modelling, health financing, and development policy analysis for selected African countries. The consultant will contribute to background research, literature reviews, data analysis, and econometric assessments. This role aims to produce high-quality research and policy-oriented outputs that enhance the analytical capacity of ECA and its member states. The work involves developing and applying macroeconomic and economy-wide modelling frameworks, including Social Accounting Matrices (SAMs) and Computable General Equilibrium (CGE) models, to inform policy dialogue and support sustainable development planning across the continent.
Responsibilities
Conduct background research and literature reviews on health financing, macroeconomic policy, fiscal sustainability, and structural transformation. Prepare analytical summaries, briefing notes, and technical inputs for reports and policy briefs. Review international best practices in health financing and macroeconomic management. Support the collection, cleaning, and harmonization of socio-economic, fiscal, and health data. Perform descriptive statistical analysis and interpret economic trends. Assist in econometric analysis and empirical assessments using statistical software. Contribute to modelling exercises, including SAMs, DSGE, CGE, and macro-fiscal frameworks. Support scenario analysis and policy simulations. Assist in organizing technical workshops and capacity-building activities. Contribute to the preparation of meeting and mission reports. Prepare data visualizations for analytical outputs and presentations.
Work Experience
A maximum of five years of progressively responsible experience in socio-economic research, policy analysis, econometrics, or macroeconomic modelling is required. Demonstrated ability to conduct quantitative economic analysis and apply analytical methods to policy-relevant issues is necessary. Experience with development issues in African countries is desirable.
