Principal National Consultant for the United Nations Country Analysis
Organizational Context
The United Nations Secretariat, specifically the Resident Coordinator System, is seeking a Principal National Consultant in Bishkek, Kyrgyz Republic. This role is crucial for developing the United Nations Country Analysis (UNCA), which serves as the analytical foundation for the UN Sustainable Development Cooperation Framework (UNSDCF). The UNCA informs UN development activities and is developed in partnership with the Government and stakeholders.
Job Purpose
The Principal National Consultant will be the lead author for the United Nations Country Analysis (UNCA) in the Kyrgyz Republic. This analysis is essential for informing the design of the next UN Sustainable Development Cooperation Framework (UNSDCF 2028-2032), building upon the evaluation of the current framework. The UNCA will provide an independent, impartial, and collective assessment of the country's development context, examining progress, gaps, opportunities, and bottlenecks in achieving the Sustainable Development Goals (SDGs). The consultant will synthesize inputs from various sources, including foresight analysis, CF evaluation, and national stakeholder consultations, to generate integrated, evidence-based analysis that supports UN decision-making, advocacy, and strategic positioning.
Responsibilities
The Principal National Consultant is responsible for leading the development of the UNCA. This includes refining the methodology, workplan, and structure; reviewing and synthesizing existing analytical materials from UN agencies, national strategies, and development partners; and facilitating consultations with key stakeholders. The consultant will consolidate inputs into a coherent analytical narrative, ensuring alignment with UNSDCF evaluation findings, national priorities, and UN guiding principles. Key duties involve drafting and revising the UNCA report, presenting findings to internal UN teams and external partners, and consolidating feedback for the final report. The role requires producing a comprehensive report detailing development challenges and opportunities, their causes, impacts, and potential solutions, with a focus on SDGs and groups left behind.
Work Experience
A minimum of seven years of experience in leading or conducting country-level analysis for international organizations, specifically to inform development cooperation strategies, is required. Experience with at least two similar country analysis assignments (e.g., cooperation frameworks or programme documents) is necessary. Prior experience with the UN system or similar multilateral organizations and demonstrated experience in qualitative analytical methods are highly desirable. Understanding of Central Asia's development and political context, particularly Kyrgyzstan, is beneficial.
Skills
Excellent analytical and writing skills, ability to synthesize complex information, strong understanding of the development and political context of Central Asia, knowledge of the UN role and programming (especially UNSDCF), familiarity with the 2030 Agenda and SDGs, qualitative analytical methods, stakeholder consultation, and report drafting.
