The United Nations Economic Commission for Africa (UNECA) is providing technical assistance to Botswana to strengthen its Public Financial Management (PFM) system. This role supports the implementation of Botswana's four-year PFM transformation programme, focusing on institutional capacity building and guiding reform sequencing. The assignment is based in Botswana and expected to last six months.
Job Purpose
This role supports the development of a government-endorsed Prioritization and Sequencing Plan for Public Financial Management (PFM) reform actions in Botswana, guiding the initial phase of the country’s PFM transformation programme. The consultant will facilitate stakeholder consultations, ensure effective communication between national counterparts and UNECA, and provide technical inputs for drafting and endorsing the PFM prioritization and sequencing report. The objective is to strengthen institutional coherence and reform coordination mechanisms, ensuring the effective implementation of the broader PFM transformation agenda and laying the groundwork for sustainable modernization aligned with international standards and national priorities.
Responsibilities
Key responsibilities include supporting the lead consultant in desk reviews for drafting, validating, and endorsing the country's PFM reform prioritization and sequencing report. The role involves data collection and providing technical inputs for various assignment outputs. Facilitating stakeholder engagement, including organizing meetings and workshops, and producing related reports is crucial. The consultant will contribute to drafting the final report and supporting its government endorsement. Providing technical and operational support during consultations to ensure effective participation, consensus-building, and documentation of reform priorities is essential. The role also includes monitoring progress against timelines, following up on stakeholder inputs, and integrating feedback into revised reports. Contributing to knowledge management and documenting lessons learned are also key duties.
Work Experience
A minimum of five years of progressive experience in economic analysis, fiscal policy, or Public Financial Management is required. Experience supporting PFM reforms, governance reforms, or fiscal policy initiatives in Botswana or the Southern African region is desirable.
Skills
Strong organizational, facilitation, stakeholder engagement, and communication skills are required. Excellent report writing, meeting facilitation, stakeholder coordination, and documentation skills are essential. Demonstrated understanding of Botswana's institutional arrangements and public administration systems is highly desirable.
