Organizational Context
The United Nations Support Office in Haiti (UNSOH) in Port-au-Prince provides support to various Haitian security forces and integrated offices, as mandated by the Security Council. The Engineering Section, within the Service Delivery Pillar, is recruiting two Engineers. These roles report to the Chief Engineer and will be assigned to either the Design, Planning and Contract Management Stream or the Field Engineering and Construction Operations Stream, based on operational needs and candidate profiles.
Job Purpose
The Engineer will apply professional engineering knowledge to support engineering services within the complex and high-threat environment of the United Nations Support Office in Haiti (UNSOH). This involves leading and coordinating engineering teams, contractors, and personnel for projects, infrastructure, and maintenance. The role requires providing technical advice on design, construction, utilities, and security works, contributing to short- and long-term engineering plans, and preparing comprehensive reports. The incumbent will ensure all activities comply with UN regulations, standards, and safety requirements, contributing to the mission's mandate through effective engineering management and execution, whether focused on design and contracts or field construction operations.
Responsibilities
The Engineer is responsible for leading and supervising multidisciplinary engineering teams and contractors in project delivery, infrastructure works, and facilities support. This includes planning, prioritizing, and monitoring engineering activities to meet scope, time, cost, and quality parameters. The role involves providing technical advice on design, construction, utilities, and physical security works, and developing strategic engineering plans. Key duties include preparing engineering reports, ensuring compliance with UN standards and safety regulations, and managing engineering-related transactions in Umoja. Specific responsibilities cover the preparation and review of designs, specifications, and contract documents; managing task orders and contract administration; coordinating with various departments like Procurement and Finance; and supervising construction works, including infrastructure, field facilities, and renovations. The Engineer also supports utility management and maintenance, ensuring services meet operational requirements.
Work Experience
A minimum of seven years of progressive experience in engineering projects, including at least two years internationally, is required. This includes experience in planning, design, implementation, or supervision of infrastructure, construction, utilities, or facilities projects. Experience with physical security works, engineering contract management, and supervising engineering teams is essential. Experience in UN field operations or comparable organizations in challenging environments is desirable.
