Evaluation Consultant for Terminal Evaluation of the UNEP project ‘‘Implementing the Global Strategy for Sustainable Consumption and Production - EC 10YFP Phase III And EC 10YFP Phase II’
Organizational Context
The United Nations Environment Programme (UNEP) is the UN system's designated entity for global environmental issues. Its mandate includes coordinating environmental policy consensus and bringing emerging issues to international attention. This consultancy is based in the UNEP Evaluation Office at Headquarters, reporting to the Executive Director, Evaluation Manager, and Director of the Evaluation Office.
Job Purpose
This role serves as an Evaluation Consultant for the Terminal Evaluation of the UNEP project ‘Implementing the Global Strategy for Sustainable Consumption and Production - EC 10YFP Phase III And EC 10YFP Phase II’. The purpose is to assess the project's performance, outcomes, and impacts, providing evidence for accountability and promoting operational improvements and learning. The consultant will deliver an inception report, a draft report with performance ratings, and a final evaluation report within a 9-month period, contributing to future project formulation and implementation, particularly for the 10YFP initiative.
Responsibilities
The consultant will manage the evaluation process, including data collection and analysis. Key duties involve conducting a preliminary desk review and introductory interviews, drafting the project's Theory of Change, preparing the evaluation framework, and developing protocols for desk reviews and interviews. The role includes conducting in-depth interviews with stakeholders, potentially undertaking evaluation missions to selected countries, and reporting progress regularly. The consultant is responsible for drafting the main evaluation report, including performance rating tables and an annex summarizing the project, and finalizing it based on feedback.
Work Experience
A minimum of seven years of technical and/or evaluation experience is required, preferably including evaluating large-scale, regional, or global programs and using a Theory of Change approach. Experience evaluating secretariat-related projects, global partnerships, or network programs is desirable. Knowledge of the UN system and UNEP's work is also desirable.
Skills
Excellent analytical and drafting skills; ability to present findings clearly; good understanding of sustainable consumption and production and circular economy; experience with Theory of Change approach; fluency in English.
