Organizational Context

The UN Secretariat's Economic and Social Commission for Western Asia (ESCWA) is seeking a consultant to develop a National Digital Divide Report for Jordan. This role supports ESCWA's mandate to foster regional development and digital inclusion, aligning with national strategies and global digital compacts.

Job Purpose

The purpose of this role is to develop a comprehensive National Digital Divide Report for Jordan, in collaboration with the Ministry of Digital Economy and Entrepreneurship (MoDEE). The report will analyze access, use, digital skills, user experience, and cost related to digital inclusion. It aims to generate significant socio-economic gains by moving Jordan towards equitable and meaningful digital inclusion, expanding access for underserved communities, improving digital skills, and strengthening the productive use of digital tools by various sectors. This aligns with Jordan's national AI Strategy and Digital Transformation Strategy.

Responsibilities

The consultant will be responsible for developing a detailed National Digital Divide Report for Jordan. Key duties include reviewing current ICT, AI, and e-Inclusion policies and international best practices; analyzing available national data and identifying gaps; identifying and engaging with national stakeholders through interviews and meetings; drafting the report based on analysis and best practices; presenting and discussing the draft report with national entities; and updating the report based on feedback. The consultant will also contribute to national workshops and ensure gender and youth dimensions are integrated into the research and writing, using gender-sensitive language.

Work Experience

A minimum of 5 years of experience and research in digital technologies is required. Previous experience in management and planning is also required. Experience in delivering research papers is desirable.
