Organizational Context
The United Nations Environment Programme (UNEP) is the leading global environmental authority, setting the environmental agenda and promoting sustainable development within the UN system. This role is within the UNEP Marine and Coastal Ecosystem Unit, supporting countries in managing terrestrial, freshwater, and marine ecosystems. The Ecosystems Division focuses on climate change, biodiversity loss, and pollution.
Job Purpose
The Programme Evaluation Specialist will conduct mid-term reviews (MTRs) for selected programmes of the Global Fund for Coral Reefs (GFCR), a blended finance vehicle for coral reef conservation. This involves preparing inception reports, conducting desk reviews and evaluation missions, and producing draft and final MTR reports. The specialist will present findings, lessons learned, and recommendations to UNEP, the GFCR UN Global Team, and the GFCR Executive Board. The role contributes to enhancing the resilience of coastal reef ecosystems, communities, and economies by assessing the effectiveness of conservation initiatives and unlocking resources for sustainable businesses.
Responsibilities
The Programme Evaluation Specialist is responsible for preparing an inception report and methodology for Mid-Term Reviews (MTRs) of four GFCR blended finance programmes. This includes developing survey questionnaires, interview guides, and evaluation criteria. The role involves conducting online surveys, desk reviews, and evaluation missions, interviewing stakeholders, and preparing mission reports. The specialist will prepare four draft MTRs, incorporating reviews of project progress, impact, management effectiveness, lessons learned, and recommendations. Finally, the specialist will prepare four final MTRs, addressing feedback, and present the MTRs, results, lessons learned, and recommendations to UNEP, the GFCR UN Global Team, and the GFCR Executive Board.
Work Experience
At least 10 years of experience in environment and biodiversity project/programme management, evaluations, and reviews at national, regional, and global levels is required. Experience in blended finance management, monitoring, and evaluation is also required. Experience working with multi-disciplinary teams and on projects related to coral reefs or marine ecosystems is desirable.
