National Consultant Infrastructure Asset Management The Federated States of Micronesia
Organizational Context
The Financing for Sustainable Development Office (FSDO) within the UN Department of Economic and Social Affairs (DESA) supports Member States in achieving the 2030 Agenda for Sustainable Development. This role supports a project focused on localizing SDGs by strengthening infrastructure asset management (IAM) capacity in The Federated States of Micronesia, aiming to institutionalize IAM practices and improve infrastructure resilience.
Job Purpose
This role serves as a National Consultant for Infrastructure Asset Management in The Federated States of Micronesia, supporting the UN DESA project "Localizing the SDGs through more resilient, inclusive, and sustainable infrastructure (Phase 2)". The primary purpose is to provide tailored technical assistance and substantive support for project implementation, ensuring local contextualization and stakeholder engagement. The consultant will contribute to strengthening national and local government capacity in planning, managing, and sustaining resilient infrastructure systems, institutionalizing IAM practices, and enhancing the overall resilience and sustainability of infrastructure development in alignment with the Sustainable Development Goals.
Responsibilities
The National Consultant will be responsible for the successful implementation of Infrastructure Asset Management (IAM) activities in The Federated States of Micronesia. This includes designing and co-implementing awareness-raising workshops on IAM, conducting diagnostic missions to local governments to assess current practices and identify gaps, and preparing customized Asset Management Profiles. The consultant will also provide substantive input for in-person workshops, contextualizing training materials with national references and local case studies. Key duties involve facilitating stakeholder engagement, liaising with national authorities, supporting self-assessments, guiding staff on IAM principles, and contributing to the design, adaptation, implementation, and follow-up of all project activities, ensuring close coordination with government officials, international consultants, and FSDO staff.
Work Experience
A minimum of 5 years of progressively responsible experience in infrastructure, infrastructure asset management (IAM), or urban development is required. Demonstrated expertise in areas such as asset inventories, lifecycle planning, service delivery, public sector investment planning, or institutional capacity development is essential. Knowledge of The Federated States of Micronesia’s public sector and infrastructure systems is also required.
Skills
Excellent oral and written communication skills in English. Expertise in infrastructure asset management (IAM), urban development, asset inventories, lifecycle planning, service delivery, public sector investment planning, institutional capacity development. Familiarity with SDGs, UN IAM tools, global asset management standards, and GIS is desirable.
