National Consultant Infrastructure Asset Management Zambia
Organizational Context
The Financing for Sustainable Development Office (FSDO) within the UN Department of Economic and Social Affairs (DESA) supports Member States in achieving the 2030 Agenda for Sustainable Development. This role is part of a project to localize SDGs by strengthening infrastructure asset management (IAM) capacity in Zambia, focusing on institutionalizing IAM practices and policy frameworks.
Job Purpose
This consultancy aims to provide tailored technical assistance and substantive support for the implementation of the UN DESA project "Localizing the SDGs through more resilient, inclusive, and sustainable infrastructure (Phase 2)" in Zambia. The purpose is to strengthen the capacity of local and national governments in planning, managing, and sustaining resilient infrastructure systems. The role will contribute to institutionalizing IAM practices, developing enabling policy frameworks, and enhancing the resilience and sustainability of infrastructure. The consultant will facilitate stakeholder engagement, provide local contextualization, and support the design, adaptation, and implementation of IAM activities, ultimately contributing to improved IAM systems and the integration of Asset Management Action Plans into local development plans.
Responsibilities
The National Consultant will be responsible for the successful implementation of infrastructure asset management activities in Zambia, coordinating with government officials, stakeholders, and FSDO staff. Key duties include designing and co-implementing an online awareness-raising workshop on IAM, conducting diagnostic missions and asset management profiling in local governments using the UN IAM tool, and analyzing findings to prepare customized profiles. The consultant will also provide substantive input for in-person AMAP workshops, co-facilitate these workshops, contextualize IAM principles with national frameworks and local examples, and guide participants through practical exercises on AMAPs, policies, data challenges, climate risk assessments, and portfolio management.
Work Experience
A minimum of 5 years of progressively responsible experience in infrastructure, infrastructure asset management (IAM), or urban development is required. Demonstrated expertise in areas such as asset inventories, lifecycle planning, service delivery, public sector investment planning, or institutional capacity development is necessary. Knowledge of the Zambian public sector and infrastructure systems is also required.
Skills
Excellent oral and written communication skills in English. Knowledge of Zambian public sector and infrastructure systems. Familiarity with Sustainable Development Goals (SDGs) and UN IAM tools. Familiarity with global asset management standards and geographic information systems (GIS).
