Organizational Context
The United Nations Secretariat, Department of Political and Peacebuilding Affairs, seeks a Humanitarian Expert to serve on a Panel of Experts. This role operates under the direction of a Security Council Committee and reports to the Committee and the Security Council, facilitated by the Security Council Affairs Division.
Job Purpose
The Humanitarian Expert will contribute to the monitoring of sanctions measures and the investigation of alleged violations related to the Central African Republic, as mandated by Security Council resolutions. This involves participating in investigations, conducting research, gathering information through missions and consultations, and preparing comprehensive reports and recommendations for the Panel and the Security Council. The role also includes preparing briefings, monitoring relevant media, and assisting in strengthening Member States' capacities to implement sanctions regimes, ensuring adherence to high standards of evidence and methodology.
Responsibilities
The Humanitarian Expert will substantively contribute to monitoring sanctions measures and investigating alleged violations concerning the Central African Republic. This includes participating in investigations, preparing investigative reports, midterm and final reports for the Panel and Security Council, and contributing to recommendations for improved sanctions implementation. The role involves compiling information on potential violators, delivering briefings, monitoring media, and identifying areas for capacity building. Organizationally, the expert will help prepare the Panel's work program and travel schedule, participate in investigative missions and consultations, draft correspondence, and assess/archive gathered information. Administratively, the expert must adhere to UN rules, regulations, and security procedures.
Work Experience
A minimum of ten years of progressively responsible experience in a relevant area is required, including at least three years of field experience. Significant experience in post-conflict or transitional situations, strong field research/investigative experience, and proven report-writing skills are essential. Interpersonal skills in complex political environments are also required.
