Job Purpose
The purpose of this role is to serve as a Finance/Natural Resources Expert on a UN Panel of Experts, contributing specialized knowledge to monitor sanctions measures and investigate alleged violations related to the Central African Republic. The expert will play a crucial role in gathering evidence, conducting investigations, preparing detailed reports, and formulating recommendations for improved sanctions implementation. This position directly supports the Security Council's efforts to maintain international peace and security by ensuring the effective functioning of sanctions regimes and contributing to peacebuilding initiatives.
Responsibilities
The expert will monitor sanctions measures and investigate alleged violations concerning the Central African Republic, contributing to investigative reports, midterm, and final reports for the Security Council and its Committee. Responsibilities include preparing recommendations for improved sanctions implementation based on investigations and outreach, compiling information on potential sanctions violators, and delivering briefings on the sanctions regime. The role involves monitoring relevant media, assisting in strengthening state capacities for sanctions implementation, and ensuring reports meet high standards of evidence and methodology. Organizational duties include contributing to the Panel's work program and travel schedule, participating in investigative missions and consultations, drafting correspondence, assessing and archiving collected information, and submitting an end-of-assignment report.
Work Experience
A minimum of ten years of progressively responsible experience in a relevant area is required, including at least three years of field experience. Significant experience in post-conflict or transitional situations, strong field research or investigative experience, and proven experience in writing high-quality reports are essential. Interpersonal skills in complex environments are also required.
