Organizational Context
The United Nations Secretariat, specifically the Department of Political and Peacebuilding Affairs, seeks an Arms Expert to join a Panel of Experts. This Panel operates under the direction of a Security Council Committee and reports to the Committee and the Security Council. The role is facilitated by a Coordinator and works under the overall guidance of the Security Council Subsidiary Organs Branch.
Job Purpose
The Arms Expert will contribute to the monitoring of sanctions measures and the investigation of alleged violations related to Security Council resolutions concerning the Central African Republic. This involves participating in investigations, contributing to various reports (investigative, midterm, final) for the Security Council and Committee, and preparing recommendations for improved sanctions implementation. The role also includes compiling information on potential violators, delivering briefings, monitoring relevant media, and assisting in strengthening Member States' capacities to implement sanctions regimes. The expert will conduct investigative missions and consultations, draft correspondence, and manage collected information, ultimately contributing to the Panel's overall mandate and reporting to the UN Secretariat.
Responsibilities
Key responsibilities include monitoring sanctions measures and investigating alleged violations as mandated by Security Council resolutions. The expert will participate in investigations, contributing to investigative reports, midterm reports, and final reports for the Security Council and Committee. This involves preparing recommendations for improved sanctions implementation based on investigations and outreach. The role requires compiling information on individuals and entities involved in sanctions violations, preparing and delivering briefings, and monitoring relevant media, including social media. The expert will also assist in identifying areas to enhance Member State capacity for sanctions implementation and contribute to reports with rigorous methodology. Organizational duties include contributing to the Panel's work plan and travel schedule, participating in investigative missions and consultations, drafting correspondence, assessing and archiving information, and submitting an End of Assignment Report.
Work Experience
A minimum of ten years of progressively responsible experience in the relevant area is required, including at least three years of field experience. Significant field experience in post-conflict or transitional situations, strong field research or investigative experience, and experience in writing high-quality reports are essential. Proven interpersonal skills in complex environments are also required.
