Organizational Context
This position is within the Energy, Housing and Land Management Division of the United Nations Economic Commission for Europe (UNECE) in Geneva, Switzerland. The role reports to the Chief of Section, Energy Systems, and operates under the general supervision of the Chief of Service, Energy, Housing and Land Management Division. This is an 80% temporary position for an initial period of four months.
Job Purpose
The Economic Affairs Officer will conduct economic and sector analysis, focusing on sustainable energy, renewable energy, cleaner electricity systems, and energy connectivity in Central Asia. This involves drafting technical papers, analytical studies, and developing qualitative information on regional energy cooperation, interconnection projects, and infrastructure gaps. The role requires analyzing relevant policy proposals and regulatory frameworks that support regional electricity markets and energy system integration. Additionally, the officer will attend international meetings, assist in organizing expert group meetings and seminars, and prepare presentations for senior staff. The position also involves monitoring and backstopping technical cooperation programs, particularly those related to energy in Central Asia, identifying issues, recommending actions, and participating in development missions.
Responsibilities
Conduct economic and sector analysis, including drafting technical papers and studies on sustainable energy, renewable energy, and cleaner electricity systems, with a focus on energy connectivity in Central Asia. Develop qualitative information for assignments, analyzing regional energy cooperation, interconnection projects, and infrastructure gaps. Analyze policy proposals and regulatory frameworks enabling regional electricity markets and energy system integration. Attend international meetings to gather information and engage with colleagues. Assist in organizing and servicing expert group meetings and seminars. Prepare speeches and presentations for senior staff. Monitor, backstop, and assess technical cooperation programs, especially those focused on energy in Central Asia. Identify problems, recommend corrective actions, and liaise with relevant parties. Participate in development missions and organize training seminars for national experts. Prepare documentation for technical cooperation projects and contribute to project approval materials. Perform other related duties and administrative tasks as required, and undertake training activities.
Work Experience
A minimum of five years of progressive experience in project/programme management, administration, economic research, analysis, and policy formulation is required. Experience in sustainable energy, particularly regional electricity markets, energy connectivity, and system integration, is desirable. Two years of experience within the UN Common System is also desirable.
