Organizational Context
The UN Secretariat's Economic and Social Commission for Western Asia (ESCWA) is seeking a consultant to develop a national safe internet guidebook for Jordan. This initiative aligns with Jordan's digital transformation goals and the UN's broader efforts to promote safe, inclusive, and rights-based internet use globally and regionally.
Job Purpose
The purpose of this role is to develop a comprehensive national safe internet guidebook for Jordan, in collaboration with the Ministry of Digital Economy and Entrepreneurship (MoDEE). This guidebook will support Jordan's socio-economic development by enhancing trust in digital services, accelerating e-commerce, and protecting vulnerable populations. It aims to align with national strategies, promote cybersecurity awareness, and contribute to the Sustainable Development Goals by fostering a safer online environment for all users, including children and youth, thereby encouraging investment and innovation in ICT-enabled sectors.
Responsibilities
The consultant will be responsible for developing a detailed national safe internet guidebook for Jordan. Key tasks include reviewing national digital policies and relevant international best practices, identifying and engaging with national stakeholders through interviews and meetings, and contributing to sectoral workshops. The consultant will prepare the guidebook based on gap analysis and national needs, ensuring it incorporates international and regional best practices. Additionally, the consultant will contribute to a national workshop, capture feedback, and update the draft based on comments from ESCWA and MoDEE. The work must adhere to UN-ESCWA's standards regarding plagiarism and content ownership, and promote gender equality and youth inclusion in the report.
Work Experience
A minimum of 5 years of experience and research in digital technologies is required. Previous experience in management, planning, and delivering research papers is also necessary. Experience in developing cybersecurity plans is desirable.
