Organizational Context
The UN Secretariat's Economic Commission for Africa (ECA) is supporting the Economic Community of Central African States (ECCAS) in developing a Regional Data Governance Framework. This initiative addresses fragmented data governance, inconsistent regulations, and varying digitalization levels across ECCAS member states, hindering regional digital integration and a harmonized digital market.
Job Purpose
The purpose of this consultancy is to lead the development of a Regional Data Governance Framework for ECCAS, in collaboration with ECA and GIZ. This role will harmonize national approaches, strengthen regulatory alignment, and facilitate coordinated data management. The framework will define common rules for cross-border data flows, essential for regional digital services and data sovereignty. The consultant will conduct needs assessments, develop the framework and implementation roadmap, and ensure alignment with continental standards. The ultimate goal is to provide clear regulatory guidance for the design, governance, and operation of future regional data centers, fostering digital transformation and economic valorization of data within the ECCAS region.
Responsibilities
The consultant will evaluate the current data governance environment in ECCAS member states, analyzing existing policies and legislative frameworks for digital public infrastructure. They will consult with key stakeholders, including governments, the private sector, civil society, and international partners, to identify challenges and needs. A core responsibility is developing a comprehensive Regional Cross-Border Data Governance Framework, including clear governance structures, priority areas for digital infrastructure development, harmonized standards for cross-border data flows, and alignment with continental and international frameworks. The consultant will also formulate recommendations on data protection, security, ethics, and sovereignty, and establish an implementation roadmap with timelines and resources. Supporting the organization of sub-regional stakeholder workshops is also required.
Work Experience
A minimum of seven years of experience in digital governance is required. Two years of experience at the regional or continental level is desirable, preferably with knowledge of the African Union and ECCAS contexts. In-depth knowledge of digital transformation, policy development, data governance, and digital infrastructure projects in Africa is also desirable.
