The United Nations Environment Programme (UNEP) is the leading global environmental authority. The NDC Act & Invest initiative, funded by IKI and PAF, aims to help countries translate climate commitments into actionable, financeable plans. This role supports the Agricultural Development Agency (ADA) in Morocco to accelerate climate finance access for agricultural projects, aligning with national priorities.
Job Purpose
This role is designed to ensure the financial robustness and attractiveness of prioritized climate projects, specifically within the agricultural sector in Morocco. The Expert will strengthen the Agricultural Development Agency's (ADA) capacity to structure appropriate financing arrangements. Key contributions include developing solid financial models, detailed budgets, financing plans, and conducting bankability analyses. The role also involves mentoring ADA staff to enhance their ability to analyze climate project financials and engage effectively with climate finance institutions, ultimately bridging the gap between climate commitments and concrete implementation.
Responsibilities
The Financial Expert will provide specialized financial analysis and economic structuring to support project prioritization, concept note development, financing strategy definition, and bankability assessments. This includes evaluating project costs and economic benefits, developing detailed budgets and financing plans with co-financing structures, and analyzing project economic sustainability. The role involves identifying and analyzing relevant international, regional, and national climate finance mechanisms for the agricultural sector, producing a financing mapping report, and contributing to ADA's roadmap for climate finance mobilization. Additionally, the expert will design and deliver training modules on financial structuring and engineering for climate projects to build national capacity.
Work Experience
A minimum of 10 years of relevant experience in project financial structuring and economic analysis is required. Demonstrated experience in structuring climate-related projects, particularly those focused on adaptation, resilience, or blended finance, is highly desirable. Experience in preparing project proposals for international funds or developing innovative financing mechanisms is also strongly preferred.
Skills
Advanced financial analysis and modeling, econometric methods, financial and climate risk analysis, climate finance mechanisms, Green Climate Fund (GCF) requirements, blended finance, MS Office Suite proficiency. Excellent French and English communication skills are required; Arabic is an asset.
