The United Nations Environment Programme (UNEP) is the leading global environmental authority. The NDC Act & Invest project, funded by the International Climate Initiative (IKI) and the Partnership for NDC’s Action Fund, supports partner countries in strengthening climate policies and transforming Nationally Determined Contributions (NDCs) into actionable plans. This role is part of the Mitigation Branch team based in Paris.
Job Purpose
The Gender and Social Inclusion (GEDSI) Specialist will ensure the effective integration of gender and social inclusion perspectives across all project deliverables. This includes developing a GEDSI action plan, analyzing the social and gender impacts of environmental taxation options, and incorporating inclusive measures into the fiscal framework and roadmap. The ultimate goal is to produce a final GEDSI report with recommendations for monitoring social and gender impacts, leading to the adoption of an environmental taxation framework that explicitly integrates gender equality and social inclusion.
Responsibilities
Develop and integrate a GEDSI action plan, defining gender and inclusion integration within project components, including objectives, activities, roles, and monitoring indicators. Ensure inclusive consultations by identifying and involving women's organizations, disability associations, youth, and marginalized groups, and guarantee their effective participation in workshops. Conduct GEDSI analysis of environmental taxation options to identify differentiated impacts based on gender and socio-economic status. Formulate recommendations for adjusting the provisional framework to enhance social equity. Contribute to drafting the social and gender sections of the final environmental taxation framework and roadmap, ensuring the integration of GEDSI monitoring actions. Develop and deliver specific modules on 'gender and taxation' during training workshops for committees and pilot sector trainings.
Work Experience
Requires 7-10 years of professional experience in integrating gender, social equity, and inclusion in sustainable development, climate, environmental, or economic policy projects. Specific experience in public policy analysis from a gender mainstreaming perspective and conducting social impact assessments, particularly for tax reforms or climate investment programs, is necessary. Familiarity with international standards like UNGPs, IFC Performance Standards, and ILO Core Conventions is important.
Skills
Expertise in gender and social inclusion applied to environmental and climate governance. Proven skills in developing gender-sensitive indicators and M&E frameworks. Good knowledge of green taxation instruments and compensatory measures. Ability to facilitate multi-stakeholder dialogue. Experience in inclusive facilitation and workshops promoting participation of women and vulnerable groups. Strong capacity in training and capacity building on GEDSI issues. Knowledge of international standards on gender, inclusion, and human rights. Proficiency in MS Office and electronic communication tools.
